This guide is for homeowners in England planning a garden office, gym, studio, hobby room or large shed. It takes you from deciding what the room is for, through the permitted development limits, Building Regulations, foundations and choosing a supplier, to stage payments, certified electrics, council tax and neighbours. By the end you will know whether you need permission, have a written specification and payment schedule, and hold the paperwork a buyer's solicitor will ask for. Wales, Scotland and Northern Ireland have different rules, and it is general information, so check anything borderline with your council's planning and building control teams.

Step by step
Decide what the room is for before you choose a design
Use decides almost everything that follows, so write one sentence describing how the building will be used. If it is a home office, gym, studio, hobby room or store used by your household, it can usually fall under permitted development as a building 'incidental to the enjoyment of the dwellinghouse'. If anyone will sleep in it, or it will be a self-contained annexe, a holiday let or a separate home, you will need planning permission and full Building Regulations approval, whatever its size. If you will see clients there, employ staff in it or adapt it for a business such as a salon or treatment room, ask the council planning team whether that is a material change of use, and check business rates (see the final step). Be honest at this stage: a 'gym' with a sofa bed and shower that is later used as a guest bedroom is the classic way people end up with an enforcement notice.
